APPLICATION PROCEDURE

Bio-Medical Waste Authorization

  • In charge of the Health Care Facility (HCF) needs to apply for through Online Consent Management & Monitoring System (OCMMS) or through relevant Online portals to State Pollution Control Board or Committee for the activities being carried out in handling of Bio Medical Waste Management by the health care facility.
  • The Online portals allows the HCF for online submission of application in prescribed Form II for Fresh BMW Authorization, Renewal, uploading of documents, online payment of application, online submission of clarification and for knowing the status of application.
  • After submission of application in complete shape, it will be processed and site will be inspected by the officers of Pollution Board/Committee (if required). Thereafter, the subject will be placed before the respective Committee and decision will be taken.
  • The applications which are in complete shape will be cleared and Authorization  will be issued.

Annual Return Filing

  • As per the Bio Medical Waste Management Rules, 2016, the Healthcare Facility (HCF) is required to submit the Annual Report to the SPCB/PCC on or before 30th June every year, for the period from January to December of the preceding calendar year.
  • The annual report should be filled in the prescribed  Form IV.
  • Each HCF must also ensure that the annual report submitted to the concerned SPCB/PCC is also published in its own website.

Authorization validity period shall be as follows:

  1. For bedded Healthcare Facilities- The validity  is synchronized with the validity of Consent to Operate
  2. For non-bedded Healthcare Facilities- One-time authorization

  • Applicant ID
  • Company GST/PAN
  • Board Resolution/Authorization letter
  • Proof of Possession of Premises/Lease Deed/Sale Deed/Allotment Letter
  • DMC/ DBCP/ DDC/ DMLT Registration
  •  Agreement with Operator of Common Bio-Medical Waste Treatment Facility
  • Capital Investment Certificate (in some states*)
  • Pictures of Bio-Medical Waste bins installed at HCF
  •  Undertaking in prescribed format (in some states*)
