Ministry of Environment, Forest and Climate Change, Government of India, in its fourth Amendment to the Plastic Waste Management Rules, dated February 16, 2022, notified ‘Guidelines on Extended Producer Responsibility (EPR) for Plastic Packaging’ in the Schedule II of the Rules.
EPR means the responsibility of a producer for the environmentally sound management of the product until the end of its life. EPR applicable to both pre-consumer and post-consumer plastic packaging waste
CPCB has developed the Centralized EPR Portal for plastic packaging in accordance with provisions of the notified EPR Guidelines. The EPR Portal for Plastic Packaging provides provision for registration of PIBOs/ PWPS in accordance with the notified EPR Guidelines.

Plastic Waste EPR Registration: Process, Fee and Documents
EPR Registration Apply To
The following entities shall be covered under the Extended Producer Responsibility obligations and provisions of EPR guidelines namely: –
Producer (P) of plastic packaging
Importer (I) of all imported plastic packaging and / or plastic packaging of imported products
Brand Owners (BO) including online platforms/marketplaces and supermarkets/retail chains other than those, which are micro and small enterprises as per the criteria of Ministry of Micro, Small and Medium Enterprises, Government of India.
Plastic Waste Processor (PWP) engaged in (a) recycling, (b) waste to energy, (c) waste to oil, and (d) industrial composting.
Coverage of EPR
The following plastic packaging categories are covers under Extended Producer Responsibility:
Category I : Rigid plastic packaging
Category II : Flexible plastic packaging of single layer or multilayer (more than one layer with different types of plastic), plastic sheets or like and covers made of plastic sheet, carry bags, plastic sachet or pouches.
Category III : Multilayered plastic packaging (at least one layer of plastic and at least one layer of material other than plastic).
Category IV : Plastic sheet or like used for packaging as well as carry bags made of compostable plastics.
Application Process
EPR Resitartion on CPCB Portal
It is obligatory for Producers, Importers, Brand owners and Plastic Waste Processors to apply for EPR Registration under the Plastic Waste Management Rules. The process involves the following steps:
PIBOs or PWPs must complete the EPR Registration form on the CPCB’s Centralized Portal, attaching mandatory documents and paying the required fee.
CPCB will review all applications, and if any deficiencies are identified, they will be communicated to the applicant for rectification.
Upon successful submission, the EPR certificate is issued to the applicant.
Registration Fee of PWPs
Production Capacity (< 200 TPA): Rs 5,000/-
Production Capacity (200-2000 TPA): Rs. 20,000/-
Production Capacity (>2000 TPA): 50,000/-
Annual Return Filing
PIBOs and PWPs shall submit annual returns after end of every financial year by 30th September of the next financial year on the quantity of plastic waste introduced in the market or processed category-wise. The Annual Return Filing broadly divided into the following categories:

Procurement/Generation of EPR Credits
Registration Fee of PIBOs
PW Generation ( < 1000 TPA) : Rs. 10,000/-
PW Generation (1000-10000 TPA): Rs. 20,000/-
PW Generation ( >10000 TPA) : Rs. 50,000/-
Annual Filing Fee
25 % of Application fees (for PIBOs as well as PWPs)
