E-Waste EPR Registration

MoEF&CC has notified E-Waste (Management) Rules, 2022 on  November 02, 2022. The rules are effective from April 01, 2023 and have superseded existing E-Waste (M) Rules 2016. The rules intend to manage e-waste in an environmentally sound manner(ESM) and also promote Circular Economy through the regime of Extended Producer Responsibility(EPR).

E-Waste means electrical and electronic equipment, including solar photo-voltaic modules or panels or cells, whole or in part discarded as waste, as well as rejects from manufacturing, refurbishment and repair processes.

EPR Framework shall not apply to Micro enterprise as defined in the Micro, Small and Medium Enterprises Development Act, 2006.

The above entities are required to register on the online portal developed by the CPCB. In case any entity falls in more than one categories as above then the entity has to register under those categories separately. No entity will carry out any business without registration. The entities registered on the portal shall not deal with any unregistered entity.

E-Waste EPR Registration: Process, Fee and Documents

EPR Registration Apply To

The following entities shall be covered under the Extended Producer Responsibility obligations and provisions of EPR guidelines namely: –

All producers shall fulfil their extended producer responsibility obligation as per Schedule-III and Schedule-IV, in doing so they may also take help of third party organisations such as producer responsibility organisations, collection centres, dealers etc.

Coverage of EPR

Categories of electrical and electronic equipment including their components, consumables, parts and spares covered under the rules:

  1. Information technology and telecommunication equipment
  2. Consumer Electrical and Electronics and Photovoltaic Panels
  3. Large and Small Electrical and Electronic Equipment
  4. Electrical and Electronic Tools (With the exception of large- Scale Stationary Industrial Tools)
  5. Toys, Leisure and Sports Equipment
  6. Medical Devices (With the Exception of All Implanted and Infected Products)
  7. Laboratory Instruments

Application Process

EPR Resitartion on CPCB Portal

It is obligatory for Producers, manufacturer, producer, refurbisher and recycler to apply for EPR Registration under the Plastic Waste Management Rules. The process involves the following steps:

  1. All entities must complete the EPR Registration form on the CPCB’s Centralized Portal, attaching mandatory documents and paying the required fee.
  2. CPCB will review all applications, and if any deficiencies are identified, they will be communicated to the applicant for rectification.
  3. Upon successful submission, the EPR certificate is issued to the applicant.

Registration Fee of Producer

Annual E-Waste Recycling Target : < 50 MT: Rs 2500/-

Annual E-Waste Recycling Target : 50 MT to <100 MT : Rs 7500/-

Annual E-Waste Recycling Target : 100 MT to <1000 MT : Rs 1,50,000/-

Annual E-Waste Recycling Target : 1000 MT to <5000 MT : Rs 10,00,000/-

Annual E-Waste Recycling Target : >5000 MT T: Rs 15,00,000/-

Registration Fee of Manufacturer

One time registration : Rs. 15,000/-

Annual Return Filing

All entities shall submit quarterly and annual returns after end of every financial year by 30th June of the next financial year on the quantity of plastic waste introduced in the market or processed category-wise. The Annual Return Filing broadly divided into the following categories:

  • Recording Procurement & Sales Transactions
  • Procurement/Generation of EPR Credits
  • Details of awareness programs
  • Recycling/Refurbishing data

Registration Fee of Recycler

One time registration (for five years) : Rs. 15,000/-

Renewal of registration-(after five years) : Rs. 7,500/- + Rs. 0.625/MT for quantity of EPR certificate transaction in  preceding five years

Registration Fee of Refurbisher

One time registration (for five years) : Rs. 15,000/-

Renewal of registration-(after five years) : Rs. 7,500/- + Rs. 0.625/MT for quantity of Refurbishing certificate transaction in preceding five years

Annual Maintenance charges

Annual Maintenance charges for all entities : Rs. 5000/-
